this chest is repeatable and doesn't show up on the minimap. it's got the typical purple highlight for "important" interactive objects. so far, it looks like there are three blues that come from this chest and don't have additional sources:

• Barrier of the Forgotten
• Vambraces of Fading Humanity
• Vessel of Distilled Regret

There is one that spawned for me in the air, inaccessible. Reported it, hopefully it will be fixed.

I am uncertain what the respawn time is, but I found two within about half an hour of each other. The second was on a spot I had previously checked, so it must have respawned during that time.

You do not have to be Venthyr to see these. I am able to see and loot them as Night Fae.

The shield and OH that comes from these are unique tmog, which is really the only reason anyone would care to farm them.

The same loot from these can also be found in Satchel of Forgotten Heirlooms, but the satchel is only obtainable once per day by a Venthyr character.

I have looked on and off many times through the past week and only been able to find one reliquary. However, as noted in another post on this page, one of the reliquaries seems to spawn up in the air where it cannot be reached. I suspect that this may be holding up the spawn cycle and preventing additional reliquaries from spawning, though I cannot prove it conclusively.

I was eventually able to reach the reliquary that spawned up in the air and loot it, but it took some time to figure out. I took the elevator up higher to the Menagerie of the Master area. I then used a glider to jump down and land on the arches just above the quest mob Viscount Nicolae. Then through some trial and error, I figured out approximately where I needed to stand on the arches so that I could jump straight up and then click the glider so that would propel me forward directly onto the reliquary floating in the air. You cannot loot it while moving, so you must land on top of it. I'm sure some other combination of slow fall items could also be used, but the reliquary is quite small and it is hard to land on it moving at full glider speed, which is why I opted to use the arches instead.

Edit update: I started finding reliquaries after looting the bugged one in the air. It seems very likely the one in the air needs to be looted to force more to spawn in other locations.

The respawn timer of Reliquary of Remembrance is about half an hour. The box can be looted as many times a day, so I farm myself Vessel of Distilled Regret as a unique model for transmogrification.
The comment with the coordinates and forum with screenshots of the location of the chests helped me a lot.
I cleaned up the coordinates and split it into two macros for convenience:

Looted the Reliquary of Remembrance as a daily routine for long now, in the hunt for collecting the look of Vessel of Distilled Regret without any luck.
Today the offhand finally dropped from Satchel of Forgotten Heirlooms, reward from the little event enabled by Bell of Remembrance.
Got it as ilvl 216, renown lvl 66, venthyr character.
