Thanks to some of the comments below, the item requirements have been updated.

Once combined will create an Empty Duck Trap to throw on a Duck to get Trapped Duck

Note: I used it to catch a Bluebill Waddler Bluebill Waddler from Ohn'aran Plains and it seems to work on this NPC.
Note 2: It does not help or contribute in any way for the WQ Duck, Duck, Trap Duck, Duck, Trap. I thought it would help to spring the trap, but does not seem to do anything.

It seems you need to use only rank 1 materials to create the trap.

Creates: Empty Duck Trap
Throwing on a Duck, you get: Trapped Duck
Then go to 68.17, 79.21 in Ohn'ahran Plains to place the trap which will spawn Quackers the Terrible
This is a rare and part of the bird SELFIE achivement.

However, there is something else missing as when I placed my trap, the rare didn't spawn and within about 30 seconds the entire nest despawned without Quackers showing up.

It took 10-15 minutes after the camp arrived for the duck trap to spawn.

Is the trap spawn shared? If someone picks it up do I have to wait the spawn time? The camp has been in the south for a bit now, and it still hasn't spawned.

All the comments about using the trap on a "Duck" confused me. Sounded to me like it'd be a critter nearby the camp. What you actually throw the trap on is a "Pinewing Mallard", which are found at the river right next to the nest where you summon the rare.

If you get to the /way 68.17, 79.21, and there is no nest, it has probably "just" despawned. Hang around for a bit, but a server-hop using the LFG tool and you will find the nest soon enough.

I used the duck trap, placed a trapped duck in the nest, then the nest and the trapped duck both just disappeared without spawning anything.

The materials required seemed to have changed. The tooltip on the trap now says it requires:

1x Large Sturdy Femur
3x Contoured Fowlfeather
2x Tallstrider Sinew

The materials need to actually be in your bags (not the bank) or the trap won't assemble.

As a side note: At the time of this comment, Tallstrider Sinew is still rather expensive so this is a pretty costly trap.

Last Rare needed for cheev is this darn Duck:

The first Trapped Duck disappeared while in Nest, that was about a month ago.
Set trap again, SUCCESS, Just killed Quackers the Terrible, today, and did not receive credit, reloaded UI too.
I screenshot DETAILS and also Quackers the Terrible.
They'll more than likely say, do it again, not our problem.

In order to summon Quackers the camp must be in the south location. If the camp is not in the south location you will lose your trap and have to wait until the camp moves back south to collect another trap.
