Kill more of the same mobs you got the frozen provisions from.
You can also check the other shown locations, they can also drop a lot more artifacts, since you'll want about 500 or so more if you want to max out the furbolgs. The draconids up at Vakthros drop a LOT.

Update 25 May 2023: This issue appears to be fixed.

This quest, as of 22 March 2023, breaks the game's interface with the error:

FrameXML/QuestInfo.lua:583: Usage: IsSpellKnownOrOverridesKnown(spellID)

This is probably why the mobs aren't highlighted as quest mobs.

For some reason, this quest doesn’t work for some players including me and continuously shows Lua warning when clicking on the quest. Can’t delete it at all. Tried logging in and out and still nothing.

If the quest generates LUA errors when you try to open it and won't show up in the quest journal, just keep killing mobs in the area. You will loot Liberated Furbolg Artifacts, which are NOT marked as quest items, but do count towards quest completion.

This is the openning quest for Winterpelt Furbolg reputation. To gain reputation, you collect Liberated Furbolg Artifacts and turn them in to Sonova Snowden. They act similar to the rep tokens for the differing factions. That is why the mobs aren't marked as quest mobs with the statement that they drop the item. I think most of the humanoid mobs in the area will drop them. Kramerxm above noted a great place to farm them at /way #2024 72 36 Mountain Shapers (All the humanoids in that area may drop Liberated Furbolg Artifacts.)

To try and compile everything that everyone has said and confirm things here's what I did to grind the rep:

There are 2 items that you can turn in, Liberated Furbolg artifacts AND Intact Scribe Sticks. You only have to turn on one scribe stick compared to 5 artifacts, however they are a very rare drop from the mobs so you won't get many of them.

The definite best place to farm is vakthros as others have, in that the entrance has a few mountain shapers that I can confirm have a 100% drop rate for the artifacts. Yet the best method to farming the rep is to clear them, and then run up to about where the world boss is and clear out the ritual scouts and guardians. Each scout gives an average of 5 artifacts per kill, so can even give 8 at a time, and there are a bunch of them in the area that can be killed. Along with hidden mobs called ritual guardians that also give roughly the same amount of artifacts per kill.

The method I used was to clear out the mountain shapers in the entrance, fly up and then mass pull all of the scouts and guardians if I happened upon them. Beware that they are elite mobs so you may struggle to kill them, as they also do a frontal that will disorient you if you are hit by it! Once I cleared them all out, I would average about 70-80 artifacts per run, and about three sticks per run. I would fly over to the rep turn in and turn all the artifacts and sticks I got and rinse and repeat. It's definitely worth doing the quests too as they take a minute to respawn, along with doing it in the morning if you're able to as anyone else farming them will make this area pretty bad due to the respawn rates.

I think it took me about 2 hours using this method, i wasn't timing myself nor going for speed, but it's definitely the best method to rapidly grind out the rep so long as blizzard doesn't hit it with the nerf hammer.

Went back to the area where the mobs were from the previous quest for the frozen provisions, after getting little luck with the casters, I stuck to the snowstone crushers (the stone furbolg ((edited)) looking mobs) and got 5 artifacts for the 5 I killed. Wouldn't say that means it's a 100% drop rate, but they were where I had best luck for the drop.

I'll head up tae the village an' give 'em the bad news--or try. Winterpelt's a right tricky dialect tae learn. I need ye tae get out there an' find me some furbolg writin' samples tae study if we ever hope tae communicate properly. The Primalists've wiped out or converted most o' the remainin' furbolg in the Span, so go shake 'em down until whate'er cultural artifacts they have drop out. I'll need at least five tae start, but bring me as many as ye can, and I'll keep teachin' ye what I learn.
